DESCRIPTION
"This attribute indicates the lock state of user
invocation of access list 'Edit entry', 'Save entry',
'Delete entry and 'Delete list' commands.
If a bit it set to '1' it indicates the corresponding
list is locked for the commands listed above.
If a bit is set to '0' the bit associated list is not
locked for the modification commands listed above.
A bit set to a non supported list is ignored and returned
as '0' on a subsequent read operation of this attribute.
Other list commands are always allowed.
The default value is the bit set to '1' for all lists that
the device supports as editable lists."
