DESCRIPTION
"A detailed explanation of why the last SNMP operation
failed. It is used by the management station when
the SNMP error-status in the response does not fully
explain the reason for the failure. For example,
'badValue' can be returned if the user has entered
an improper value or if there are insufficient system
resources to perform a requested action. The SNMP agent
should return the failure explanation only if it is
requested by the station that caused it. If no failure
has occurred, the SNMP agent should return an empty string
when a request for this object."
