average queue depth. The equation uses
dsRandomDropWeight/MaxValue as the coefficient for the new
sample in the equation, and
(MaxValue - dsRandomDropWeight)/MaxValue as the coefficient
of the old value, where, MaxValue is determined via capability
reported by the PEP.
Implementations may further limit the values of
dsRandomDropWeight via the capability tables."
